    "content": "Yes, Hon. Temporary Speaker. My short answer to that is that the Constitution must be read in a purposive manner. My starting point would be Article 60(1) which states that land must be used in an equitable, efficient, productive and sustainable manner. I am mentioning those key words because they are very important to me. Then, we move to Article 61 of the Constitution that says that all land in Kenya belongs to the people of Kenya collectively as a nation, as communities and as individuals. We have hyped the values of equitable, efficient, productive and sustainable use of land."
