    "content": "Even as we think about the resolutions Sen. Mungatana has proposed, I recommend that our Government carries out a comprehensive environmental audit of all existing hydro-electric power dams as required by the Environmental Management and Coordination Act (EMCA) 2000. It should then institute proper, adequate, complete and appropriate compensation for loss of opportunities in the agricultural space and other livelihoods that the people of Tana River have faced as a result of mismanagement of this River all the way upstream to Kipini.
