    "content": "I said that upstream is relative. As communities upstream enjoy the right to Tana River and water resource in that river, it should not jeopardize the ability of counties and communities downstream to enjoy the same resource. In Kitui, we have a portion of the river flowing across our county. There is a small community irrigation scheme called Wikithuki/Usueni Irrigation Scheme which draws its water from Tana River. The residents of Wikithuki and Usueni areas have a right to access and enjoy the benefits of the river flowing through their region. This is why I said that the rights must be enjoyed by everyone along the river course."
