    "content": "It is quite ridiculous, Mr. Temporary Speaker, Sir. I am sure from your house you can see the river but in Garissa Town, there is a problem of flowing water. It does not make any sense. We must come up with a policy when we are constructing such large scale damming projects. Now that we have been promised another 100 dams by this Government, let it be a template for all the other projects so that we do not have to deal with these matters perennially."
