    "content": " Hon. Speaker, I want to comment on the issue of Article 223. As Members, we need to do the right things and approve the national Budget. Article 223 gives space within which the Executive is able to use monies that have not yet been approved by this House. It is a contradiction in one way or the other but more fundamentally, the amounts involved, and particularly the over Ksh200 billion involved in this Petition, is too huge. Even if this level of unapproved expenditure is allowed under Article 223, something must be done about it. The Executive is basically taking over the role of preparing budgets from this House. I plead that, as a House, we need to rectify this anomaly one way or the other. We need to put a limit within which unapproved expenditure of public funds can take place or we do away with Article 223. If we do not want to be denied the chance of making national Budget, as a House, we need to watch out the issue of Article 223."
