"content": "Mr. Deputy Speaker, Sir, constitutional issues are important because the Constitution of Kenya as it exists today lumps land together with all other properties. Land is not addressed in the Bill of Rights in a fashion that would give somebody the comfort that rights over land are sufficiently protected by the Constitution. In fact, the only aspect of land that is dealt with to some extent is trustland and even on this one, not enough protection is given to community interest in the Constitution. The practice as it exists today, the intervention of the Central Government particularly, the Office of the President and the Commissioner of Lands can arbitrarily determine the use or the setting"
