    "content": "In the Message, His Excellency the President conveys that in exercise of powers conferred on him by Article 155(3) of the Constitution, as read together with sections 3 and 5 of the Public Appointments (Parliamentary Approval) Act, 2011, he has nominated Ms. Mary Muthoni Muriuki for appointment as Principal Secretary for the State Department for Correctional Services. He indicates that this is due to Ms. Caroline Nyawira Murage withdrawing her candidature for the position."
