"content": "When the CBK Governor made the regulations, the Speaker then, Hon. Justin Muturi, referred the matter to the Committee on Delegated Legislation and the Committee on Finance and National Planning. The CBK Governor was summoned by Parliament and he was told he must bring the regulations within 30 days so that the House either approves or disapproves them. What did he do mischievously? He went and procured someone to go to court to sue him on behalf of the CBK. He came back to the House after the 30 days and said that he could not talk about the matter because it was sub judice. He thought we were fools yet we knew what he had done. We represent Kenyans and we must say the truth. I was in Parliament then. He sued himself so that he is not summoned by Parliament to appear before a committee of Parliament."
