"content": "Thank you, Hon. Speaker. I pick up from where Hon. Mbui ended. I sat in that Committee in the 12th Parliament and the Committee on Delegated Legislation has a lot of power that it can exercise. The Committee should immediately annul any legislation or regulations that have come before it and not tabled officially. Let makers of regulations go back to the drawing board and submit the regulations again. I saw it happening in the last Parliament. That way, we will exercise and stamp back the authority of this House. The law, under Section 11, protects us. We are also protected by the Constitution under Article 125. If you feel that any issue out there is being abused, this Committee can bring back the dignity of this House, annul the regulations, and bring the report on the Floor. Let regulation makers go back to the drawing board and resubmit regulations. That way, the Committee will assert itself right from the start. The mischief that we saw is that they wait for time to almost lapse and then they forward the regulations here with the idea that the regulations will just self- operate without going through the Committee. I hope your ruling will also guide the Committee to exercise its powers in terms of annulling all the regulations. Let us go back to the drawing board. That way, the role of Parliament will be protected. We will be protected and also be in a position to assert ourselves in the 13th Parliament. The new Government will know that you cannot just make regulations as you wish. It has to be in accordance with the Constitution."
