"content": "The proliferation of institutions, firms and approaches has been ailing this sector for a very long time. So much so that even with all the good will from successive governments, this sector still suffers from very basic problems. I understand that this proliferation has also led to turf wars, where institutions gang against institutions, Funds gang against Funds and departments and agencies go at each other in competition to sort out the plight of people in this sector. In this competition, I am reminded of a Kiswahili saying: Vita vya kunguru, furaha yapanzi. As these agencies fight, those who suffer are actually the people who should benefit from the approaches, funds and proliferating institutions. Trade suffers. The hustlers suffer. This policy is extremely timely."
