    "content": "Hon. Temporary Speaker, let me first thank my two colleagues, Hon. Gichimu and Hon. Mule, for their effort to co-sponsor the proposal as one of the key and critical business for this 13th Parliament. Earlier on, there has been a lot of confusion about the existence of the NG- CDF after the courts pronounced themselves on the same regarding its constitutionality. The CDF was brought around 2003 after the Kibaki Government came to power. This was an idea that was borrowed from India and Ghana. This is one of the cardinal values in transparency and accountability which bequeath the whole exercise to public scrutiny from different facets of Government, both public and private. The main purpose of this Fund is to address social economic development of people at the constituency level. It is designed to reduce poverty and enhance regional equity."
