"content": "I also support the increment of this Fund to 5 per cent and to include provision of water as it was not included before. This is because some places are arid and semi-arid, and have no water. Our people are drinking contaminated water, and for them to have clean water, we must include water in these programs so that we can provide clean water for our people. This is a Fund that empowers our people. If we cannot have this plan in place, it means we will not have bursaries for our children. Our people are still poor, some of the children have single parents and hence cannot afford to pay university school fees and maintain these children in schools. I come from a community that still values culture and does not give priority to girls. When girls drop out of schools, parents are reluctant to take them back to school. That is when we as leaders chip in to ensure that we give these girls another chance to try and pursue their dreams by funding their education. I, therefore, support that this Fund be anchored into our Constitution so that we are not threatened by anyone. If it is in the Constitution, it will be there forever. I also want to support the NG-AAF and any other fund that goes to the youths and women. It is money meant to empower our women. This program is meant to put money into women’s pockets. I have seen them do table banking and by doing so, they acquire knowledge on how much money they can borrow and pay back. When we construct these classrooms, we give local contractors tenders so that we retain the money in our constituencies or counties, and eradicate poverty as the money will circulate there. The beneficiaries are the communities in those areas. That is why I rise to support this Motion to ensure that the proposal for legislation to anchor NG-CDF in the Constitution… I want to ask Hon. Mule and Hon. Gichimu to try and add a few Members who will look into that proposal, and ensure it is done in a way that it does not fail. They should make sure there are no loopholes but should be clear and, our recommendations are reflected in the proposal. Thank you, and I support."
