Speaker, pursuant to the provisions of Standing Order 44 (2) (a), I rise to issue the weekly Statement, on behalf of the House Business Committee, which met on Tuesday, 1st November 2022 to prioritise business for consideration during the week commencing on 8th to 10th November 2022. Hon. Members will recall that on Tuesday, 1st November 2022, the House considered the Report by the Parliamentary Service Commission on the recruitment process for the Clerk of the National Assembly and the recommendation for approval of appointment of Mr. Samuel Josephat Njoroge. I thank Hon. Members for their dedication and active participation in the process of approving Mr. Samuel Josephat Njoroge as our Clerk. I would also like to thank the Commission, under your very able leadership, and our support staff, for a job very well done in this process. I congratulate the newly appointed Clerk of the National Assembly and call upon him to serve all Members of Parliament with utmost professionalism and impartiality. I wish him good luck as he dispenses his duties henceforth. As Members are aware, the Committee on Selection submitted the list of Committee membership. However, it was noted that several Members had expressed concerns about Committee membership. The leadership in both the Majority and Minority have a barrage of requests from Members. Following the concerns raised on Committee membership, I wish to inform Members that both the Leader of the Minority Party and myself, together with the Committee on Selection, are in the process of harmonising the process and exploring ways of accommodating Members’ concerns. I commend the Committees that have already successfully concluded the election of Chairpersons and request those that have not expedited this process to do so, so that the House can conduct its business in earnest. Hon. Speaker, on the business for next week, the House Business Committee has prioritised continuation of debate on Sessional Paper No.3 on the National Action Plan on Business and Human Rights. Thereafter, the House will consider the legislative proposal to amend the Constitution, sponsored by Hon. Stephen Mule and Hon. Gichimu Githinji. The Hose will also consider Private members’ Motions, amongst them being the Motion on empowerment of artisans by the national Government – a Motion which has been brought to the House by Hon. John Kiarie, the Member for Dagoretti South – and Motion on development of a unified national policy on small and micro enterprises by Hon. Beatrice Elachi, the Member for Dagoretti North. The House Business Committee will convene again on Tuesday, 8th November 2022 to schedule business of the week that follows. I beg to lay the Statement on the Table of the House."
