    "content": "indication that the release of the draft was anticipated by many Kenyans and many have accessed it. Between 17th November, 2009 and 18th November, 2009 morning, 4,900,000 people visited the website. This implies that, certainly, more than 4 million Kenyans have had access to the soft copy of the draft despite the demand for hard copies. At the provincial level, the Committee has dispatched copies of the Draft Constitution to all the eight Provincial Commissioners so that all the District Commissioners, District Officers and Chiefs can disseminate this to the public. This information was given to the public through local FM radio stations. Mr. Speaker, Sir, as regards the marginalized areas - this is a very important segment of our country - the Committee appreciates the difficulties in accessing such parts, owing to infrastructural challenges and adverse weather conditions. Consequently, the Committee has sought through my Ministry, Government assistance for provision of air transport to enable the distribution of the draft document. The Ministry of Justice, National Cohesion and Constitutional Affairs has, in turn, formally requested the Ministry of State for Provincial Administration and Internal Security to facilitate the use of air transport for the said distribution. I can confirm that I have received assurances that they are only waiting for the Committee of Experts’ (CoE) schedule on distribution and then through suitable arrangements with either the Kenya Wildlife Service (KWS) or through the military choppers, documents will be forwarded as follows: The facility will take these documents to the following marginalized---"
