    "content": "This is a proposed legislation to entrench NG-CDF, the National Government Affirmative Action Fund (NGAAF), the Senate Oversight Fund, and the Economic Stimulus and Empowerment Fund in the Constitution. This is a very progressive amendment. Last year, we had the Building Bridges Initiative (BBI) fraud, which had a good proposal of amending CDF and making it a constitutional provision. I think Hon. Mule and Hon. Gichimu seized the better parts of that proposed amendment to do something that is noble. Indeed, NG-CDF has done a lot.
