    "content": "Even as we speak now, many of us are getting calls from our constituents asking when we will disburse the bursaries. I talk on behalf of the great people of Endebess. We have many needy students whose education is almost wholly dependent on NG-CDF. We have infrastructure for schools which has been improved through NG-CDF. Entrenching this very important Fund in our Constitution is an obligation of this House. Members need to note that the legislative proposal will be published. For the sake of new Members, it will take 90 days. After that, we will have the Second Reading of this Bill. Because we are amending the Constitution by parliamentary initiative, it needs two-thirds of our support. It will also be referred to the Senate and be supported by two-thirds, so that it can be actualised."
