    "content": "Whenever there are transport hiccups, people are mobilised and transported using NG-CDF vehicles to avert the would-be chaos in areas prone to banditry attacks. I support anchoring this decentralised fund in the Constitution. Its major role is to accelerate performance in the education sector and to bring improvement in the security sector. These two functions are not devolved. I wonder why some people mix up issues to do with these devolved funds. Funds should be provided in the constituencies as we await the process of ironing out the small hiccups that surround the NG-CDF."
