"content": "billion shillings and most of these imports are not relevant to the Kenyan market, noting that home-grown technology would be region-sensitive and appropriate for the environment, social economic dynamic and suitable for our utility; further concerned that most of those artisans lack appropriate technology, skills, capital and tools; this House resolves that the National Government, through the relevant Ministry, formulates a policy ring-fencing two per cent (2%) of the monies allocated under the National Government Constituencies Fund and UWEZO Fund for the purposes of equipping artisans with the necessary skills, technology and tools. I appreciate this opportunity to move this Motion. This is a Motion that is aimed at the empowerment of artisans by the National Government. This House is populated with Members of Parliament who have a responsibility of lobbying and oversighting the NG-CDF Fund which, at the moment, is limited to the functions of education, security, infrastructure and a bit of youth development through sports and conducive environment. The intent of this Motion is to persuade MPs to see it fit to expand the mandate of the NG-CDF to accommodate some skills development and facilitation of tools for our own hustlers who are struggling when they step out of training, apprenticeship and Technical and Vocational Education and Training (TVETs) institutions. When they step out of TVETs, they are not able to go into the market because they are deficient in skills and they do not have the tools and equipment that are required. I stand here to persuade my fellow MPs to see it fit for us to expand the mandate of the NG-CDF to cover those areas. Each one of us can tell stories from their constituencies of great innovations, skills and talents of young people who, if they were to be supported, they would end up going to the global stratosphere in terms of fame. Those skills exist in our country and many youths are talented. Young artists and artisans are doing wonders, but they have a limitation on start-ups. They are not able to step out of college and go into practice. So, if we expand the mandate of the NG-CDF to accommodate those artists by providing them with the necessary skills and tools, we will be equipping our young people to be fit for a time such as this. We are going to the technological world and digital age. We are going into an age where each and every person shall be remunerated for the ideas that they bring forth. They shall be remunerated commensurate to the problems that they are solving. The bigger the problem you solve, the bigger the pay. To equip our people for such a time as this, it will be in order for us to ask the NG-CDF patrons to expand its mandate to allow us to equip our own people; our young artists and artisans to live in this world. Hon. Deputy Speaker, we have a new Government. The Head of State made proclamations and he gave a vision for this country. When the Head of State sat where you are sitting, he stood up and gave us his vision for this country. Among the many things that the Head of State said were going to be the key pointers of his Government, is the creative and the digital economy. Also of importance is that the Head of State told us that he is seeking to get this country to digitalise and automate the operations of Government. Who are the people who will be digitalising and automating Government operations? If we are looking at moving to e- Government, who are the people who shall do that? It is our young people. By equipping them with skills and tools, we are enabling them to contribute to the development of this country as aligned in Vision 2030, the vision of Kenya Kwanza Government and the bottom-up approach. We will have the artists and artisans developing and pulling themselves by their bootstraps from the bottom."
