    "content": "Mr. Deputy Speaker, Sir, we receive car grants as Members of the National Assembly and the Senate, but most of the work under devolution is being done by Members of the County Assembly (MCAs). They are given Kshs1.5 million and we know how our roads are, but they have to move around. It becomes difficult for them to do their oversight responsibility.
