    "content": "The Act of Parliament provides for the establishment of the Chief Executive Officer (CEO) or Chair to make regulations on allowances. This is the power that the SRC Chair used. However, before 2013, that power was misused. That is why this House revoked the power, so that MPs can approve the regulations made by a statutory body. At that time, my Committee annulled the Gazette Notice which is a Statutory Instrument. The Committee on Delegated Legislation has powers to annul that particular Statutory Instrument."
