If you look at the salaries of the Members of the County Assembly (MCAs), who are the first line of response to public issues in this country, you will realise that it is too low. That makes it difficult for them to effectively execute their constitutional mandate. I have served as a Governor and I have first-hand experience of high poverty levels in this country.
