    "content": "During the President’s Address to this House, he mentioned that he is going to allow cooperatives to generate and sell power within their areas of operation. I urge the Committee, as we try to lower the cost of energy in this country, to explore what the President meant by that. We can then at least allow those who are able to form cooperatives and generate power if they come from areas where there is high speed of water flow or use solar. The counties themselves can turn waste to energy and the surplus can be hooked to the national grid."
