    "content": "The law came earlier than five years, in 2013, pursuant to provisions of Articles 131 and 132 of the Constitution basically on the roles of the President and the National Executive. Parliament enacted a law popularly known as the National Government Coordination Act No.1 of 2013. This Act has defined several service delivery coordination systems for the national Government. Hon. Temporary Speaker, you realise that the system of administration existed before the 2010 Constitution and still continues to exist. It has been almost 10 years since 2013. Despite the system existing for these years, it is only the big bosses who are being paid, but the rest of the officers who do the real work of where the rubber meets the road, the village elders, are not paid."
