    "content": "Sure, Mr. Deputy Speaker, Sir. On this issue, it is critical that we do not belittle a House that is defined in the Constitution. This is because Article 6 of the Constitution establishes creation of the counties. That is supported by the First Schedule of the Constitution. It is important for us to know that county boundaries were created from the previous provincial administrative units that we had. Basically, we adopted the former 46 districts that we had during the previous provincial administration system since 1992."
