    "content": "Mr. Temporary Speaker, Sir, some of these institutions argue that when you free up the space for parking without payment, it is subject to abuse by people who are not using the services offered at that particular institution. We are encouraging the Ministry of Lands, Housing and Urban Development to develop a mechanism to ensure that those using those parking spaces in those institutions are there for the related business. That people are going to the airport or hospital to use the services offered there."
