    "content": "Thank you, Mr. Temporary Speaker, Sir. I am going to be very brief on this matter. The problem of parking in Nairobi indicts the problem between the county and national Government. It is a problem that has always persisted because we are not clear as a nation, whether the issue of parking fees is revenue collection or of regulating parking in Nairobi. The problem starts, if it is an issue of revenue collection. Mr. Temporary Speaker, Sir, Article 209(1)(a)(b)(c) and (d) clearly states- “Only the national government may impose- (a) income tax; (b) value-added tax; (c) customs duties and other duties on import and export goods; and (d) excise tax.”"
