It is now a matter of national security that in our regions, such as Tana-River County, we do not have those strategic reserves. We do not have places where we can be assisted when there are problems. I do not know what the problem is. This is because even in the olden days, the Egyptians in the Bible, we read about Joseph that in good times you spare some for the bad times. What is it that the Government cannot do to help these areas? Mr. Speaker, Sir, as you commit the Statement to the relevant Committee, consider this also as a security matter.
