This Committee is critical because in every Act of Parliament, there is always a provision at the end that the Cabinet Secretary shall make regulations. That is what is done in this House and the other House. In every Act of Parliament, there is always a provision towards the end that requires the Cabinet Secretary in charge to come up with regulations from time to time."
