    "content": "This is why Kenyans voted for the 2010 Constitution in huge numbers. What have we experienced in the last 10 years? We have devolved corruption to the lowest levels. Those working in counties are living in great opulence and have become small gods at their villages. They are living large and driving county vehicles fuelled at the expense of the taxpayers. Is their accountability? No. This House was expected to check the counties and protect devolution. This House was put in place to ensure the resources reach the lowest levels of our country."
