    "content": "I believe that the men and women that have been selected here, particularly Members of the County Public Accounts Committee (CPAC), which is important, have what it takes to serve this House and ensure that we achieve what was intended by the drafters of our Constitution. I will not hide my feelings about it. This does not mean that I disagree with the formation of a particular committee. I support all of them 100 per cent. That is why I gave the Notice of Motion and I am now urging colleague Senators to vote for it. My feeling is that the CPAC should include all the 47 delegations. That is the only way you can earn the respect of your county, such that when you voice certain issues, your voice is taken seriously. What fellow Senators need to know is that if you find yourself in the unfortunate situation like Sen. (Prof.) Tom Ojienda and Sen. Sifuna, where you have county governments that are headed by former Senators, they understand the strength and limitations of the Senate. Sometimes you try to do your work diligently, but because they have been here and know the extent that this House can go, sometimes your voice is ignored. You can only achieve that by ensuring that you have a committee your Governor appears before you with at least six colleagues from different counties where at least once every financial year. The Governor will then answer questions on how they have appropriated and used the public funds that you have devolved to the various counties."
