    "content": "There is no better auditor other than the public. They know if a dispensary has been put up or not. They also know the old tricks used by the county governments. A county government can put up a road and capture it as Point A to B and to pilferage public funds, they can list the same road as Point B to A. An auditor cannot pick such games.
