    "content": "Once it is decentralised at the constituency level, every Member of Parliament knows the needs of each and every child. Again, this should be capped to the number of children so that we do not all receive the same amount of money and yet, our needs are different. That is because those are funds that will support individual children and not the area. Also, secondary schools can benefit from this programme because basic education covers them. So, that way, secondary schools which we have been supporting with the feeding programme can also be covered."
