"content": "platform where, as a leader in this country you can solve issues that are affecting our country if not through a Committee of Parliament. When we went to Sen. Wambua’s County of Kitui, the Senate Standing Committee on Justice, Legal Affairs and Human Rights visited Kitui Prison. By holding their sitting there, they ordered the release of almost 300 remandees that were just being kept in prison because of petty fines of Kshs500, Kshs1000, Kshs2000. Their lives were transformed that day. I know that this House has immense powers. When Members sit and take their work diligently as a committee of Parliament, then you have no reason to complain anywhere about things that are not right. Just the same way when the Supreme Court makes a determination and a matter is considered final, on many of the issues that are bothering citizens, if a committee of Parliament makes a determination and guides the country on a particular trajectory, that is the final decision about it. This is the only House where laws are made. There is nowhere else, not even the President no matter how powerful he is, can make law. So, I want to urge my colleague Senators to take their work seriously. We shall set the ball rolling beginning today should we agree. I want to believe as we had earlier been informed by the Clerk’s table, that actually after the passage of this Motion today, they shall be releasing a schedule of when the committees will have their first sitting to elect their leadership, so that beginning next week, we want to see people summoned before this House. We want to see Petitions being brought and matters being dispensed off as quickly as possible because Kenyans have given us the power to do this. We have already earned our first salary. Let us not earn our second salary of this House without doing anything substantial for this country. There are many things that I could have said about committees - I have a lot to say about them - but I know that at 6.30 p.m., unfortunately, we have to adjourn and many Senators would wish to say many things about these committees. Therefore in the spirit and returning the favor that Senators have shown to us as leadership, I would wish to quickly conclude it at that and invite the Senate Minority Leader to second the Motion so that colleague Senators can have time to speak on this matter before the time of adjournment. Remember while you do that, we still have an additional Motion on approval of Senators to serve on the County Public Accounts Committee. It is another Motion which I would wish to request if possible we conclude today. However, first things first. I want to invite the Senate Minority Leader to make his comments about this particular topic and Senators to speak contribute to it. Maybe just one final thing; eventually when you grant opportunities to Senators to speak, you may want to guide the House based on the interest and the time resource that we have on how long each Senator can take. I, however, leave it to your discretion. I thank you Mr. Deputy Speaker and invite the Senate Minority Leader to second."
