"content": "Mr. Temporary Deputy Chairman, Sir, I think what we are trying to do is to divide the money equally, but the Ministry will still manage it. This idea of discretion and equitability which you are talking about has been there since Independence and we have never seen any change. I want to give you some examples: Recently, the Minister for Public Works who was the acting Minister for Roads even gave an approval that a section of a road in my constituency needed some funding. After that, a very junior officer in that Ministry refused to give me the money. Up to now, I have not even seen the money, yet it was very urgent. This kind of discretion is what we do not want. Give me my money, however little it is and let me use it in my constituency."
