    "content": "I encourage Members to make use of that time because when we resume again next year, we will be very busy. The budget cycle will have started. Those who will be lucky to be nominated to the Budget and Appropriations Committee, the Finance Committee and other departmental committees, you will be very busy from the end of January, early February all the way to June. I am saying this to encourage, especially the new Members, to know that if you do not spend time in your constituency during this long recess, you may lose touch with the ground."
