    "content": "Drought does not only affect this country; it is a worldwide phenomenon. Climate change is real. It has really affected the lives of many people in the world. High cost of living is being experienced everywhere not only because of the crude oil prices, but also the cost of essential commodities. Very few people can feed their families. The cost of food is also very high. People have no money and many youths are jobless. Therefore, as we debate today, it is important to note that climate change is real. If you observe the drought cycle in this country, and you look at what was happening in the 1970s and 1980s, it used to occur between eight and 10 years. In the late 1980s and 1990s, the cycle changed from eight to 10 years, and it was between four and five years. What is happening today is that the cycle has now come down to two to three years, which is really worrying."
