    "content": "On 18th May, 2011, the Assistant Minister, Office of the Deputy Prime Minister and Ministry of Finance submitted to the House that the matter was rightly before the Public Accounts Committee (PAC), a fact supported by a Member of the PAC, Dr. Kones. It was with that in mind that he stated that making a Ministerial Statement as requested would be in violation of the Standing Orders and breach of parliamentary practice. The Chair indicated that a ruling would be delivered on the same issue."
