    "content": "Hon. Deputy Speaker, I want to leave it at that. As a country, we must move from just mere response and focus more on preparedness and mitigation. We know that in every period of two to five years, there will always be these disasters. From history, there will also be man- made disasters which occur after every seven to 10 years. A good example is the Solai Dam disaster. We, as a country, need to prepare not only by coming up with a policy, but also put in place sufficient infrastructure to ensure that we save lives of Kenyans."
