    "content": "Hon. Deputy Speaker, as I speak, the relief food that was supplied has not reached every corner of Mbeere South. This morning, I got a call that some schools have not got any food. Others are having problems with water. Yesterday, I had to supply water to a school because there was no water. In this country, we build capacity but we do not make use of it. Mbeere South has five dams which are neither used to supply water to the area nor used for irrigation. As I speak, we are experiencing drought in that sub-county yet we have the capacity to do irrigation and even to provide people with clean water. This problem is not only in Mbeere South.
