However, in 1989 and 1994, a feasibility study was done specifically on this particular bridge. But what we are currently doing is not a feasibility study, it is the design for the bypass to be able to take care of the problem that you have already indicated, and that will be completed by May, 2010, upon which we will be able now to provide funding to be able to ease the congestion"
