    "content": "I have searched and the Legal Information Institute (LII) refers to mechanisms as administrative procedure or guideline manual or even statement. It was not an invitation to the House to amend the Constitution when the President made reference to the fact that in the near future, he would seek mechanisms through which CSs are to be invited before the House to answer to concerns or questions that the House requires. Mr. Deputy Speaker, Sir, I would like to speak to the issue of the President’s comment on the need to have a united country called Kenya. The President, in his Address, confirmed that he would be a President for the people of Kenya. He would be for those who voted for him and also those who voted for his competitor.
