    "content": "Mr. Deputy Speaker, Sir, just as a follow up to what Mr. Mwangi has asked, if you listened keenly to Mr. Mungatana when he asked a question on when that by pass would be done, the Assistant Minister said that they were going to source for funds next year. The Ministry not only delays in doing the feasibility studies, but it also delays in seeking funds even from donors, let alone the Government. So, what will the Ministry do to source funds from willing donors? There are donors all over who are ready to support the Government only that there is lack of commitment."
