    "content": "Thank you, Mr. Speaker, Sir, for giving me an opportunity to contribute to this great speech. From my experience in Parliament in the last ten years, this was the shortest speech ever. A former Governor, Dr. Alfred Mutua, boasted of having advised the President to make the speech very short. Ordinarily, the speech carries the whole activity of the Executive arm of Government. This one was very short."
