    "content": "Mr. Speaker, Sir, public debt is becoming a threat. As we talk, the country is looking at the Kshs10 trillion public debt. I am among seven Senators, including Sen. Wambua, who voted against the raising of public debt ceiling. We were insulted and told that we did not know what we were doing. Nevertheless, with time, we have been vindicated because we rejected the raising of public debt. That was because the first charge when revenue is being collected, is always on debt."
