    "content": "Also on this housing project, this was a programme that was ongoing. We want a situation where a county like Machakos should be able to supply sand and cement being manufactured in the country, used in affordable housing. We do not want a situation that we saw in the last programme, where the contractors were importing cement in millions of tonnes from China. By the time the programme was launched, all materials for construction of affordable housing were imported and our companies suffered from depressed markets. This is because the cement that was available for this programme found its way into the market, creating unfair competition. Mr. Deputy Speaker, Sir, I urge this House to be very keen for us to develop legislation and frameworks, that will safeguard the local contractors.
