It is a burden that lies elsewhere. Having said that, I want to make an observation. With your permission, I refer you to Standing Order No.1, which gives you, the Speaker, a lot of latitude and discretion. I beg that we read Standing Order No.1 together with Standing Order No.2. Decisions made by the Chairperson should be based on the Constitution of Kenya, consented laws, messages, precedent, customs, procedures and traditions of the Parliament of Kenya.
