    "content": "Mr. Speaker, Sir, to wind up, my last point is that the President, in his Speech, recommended that Ministries should adjust their budgets to save Kshs300 billion in order to support the savings programme. We would like to know more about that. I am sure that the Budget will come to Parliament. We would like to know where he is going to get the money. Is he going to reduce peoples’ salaries and allowances? He was also contradictory because he talked about reducing the expenditure in Government, yet he gazetted additional State Departments."
