    "content": "So, I urge Hon. Members to give each other time to speak without unnecessary interruptions. I also urge those speaking to avoid unhelpful provocations of situations that can create unnecessary exchanges. What we want is to have a House guided and led by our own Standing Orders, the law and the Constitution. So, I will invite Members to contribute to this debate. I will give the first opportunity to the protagonists. That is Hon. Kimani Ichung’wah and Hon. Opiyo Wandayi. I will then give chance to their Whips who are also protagonists and then open debate to the rest of the House. I will start with the Hon. Kimani Ichung’wah."
