"content": "that as we interpret the Constitution, we do so in a manner that promotes its purposes. Allow me to just take you through it. It reads thus: (1) This Constitution shall be interpreted in a manner that— (a) promotes its purposes, values and principles; (b) advances the rule of law, and the human rights and fundamental freedoms in the Bill of Rights; (c) permits the development of the law; and, (d) contributes to good governance. What I mean to say is that you need to undertake a wholistic reading of the Constitution for you to arrive at any particular conclusion or determination. Selective reading of the Constitution or any law, for that matter, may not be helpful in determining a matter of significance such as the one that we are faced with this afternoon."
