"content": " Hon. Speaker, in this august House, you are the arbiter. You are the one who decides. Those who want to go to court can go, as Hon. Wandayi said. Article 36 of the Constitution is on the Bill of Rights. To amend it, you must go to a referendum. It is about freedom of association. It says you can join or participate in any activity of any association. Article 36 (2) says that nobody can compel you to join a political party. Hon.
